Landscape designer in Richmond
The county seat on the Brazos, with river clay, floodplain rules and a historic district. Many Richmond addresses sit outside city limits.
Landscape design and drainage in Richmond
Landscape design in Richmond starts with the Brazos River. The city is the Fort Bend County seat, most of it lies on the southwest side of the river, and the Brazos at Richmond crested at 55.19 feet during Harvey, a record that beat the 2016 crest of 54.7 feet. River clay, floodplain rules and drainage shape every outdoor project here.
Many homes with a Richmond address, including Pecan Grove and Harvest Green, are outside city limits in Houston's extraterritorial jurisdiction, where city rules do not apply. We confirm which jurisdiction a property is in before we draw a plan.
01
Brazos clay and building on it
Brazoria clay, typed in Fort Bend County, and Pledger clay both line the lower Brazos floodplain. Both are heavy, very slowly draining clays, and Pledger can crack more than 1 centimeter wide and 50 to 127 centimeters deep when dry. When those cracks close after rain, the soil lifts whatever sits on it.
That is why we build concrete driveway installation, concrete patio construction and retaining wall installation work on compacted base with drainage built in, and keep water from soaking the soil at slab edges.
02
Floodplain rules in Richmond
Inside city limits, Richmond's flood damage prevention ordinance uses FEMA maps dated April 2014. Work outside the 100-year floodplain needs an exemption certificate, and work inside a special flood hazard area needs a floodplain development permit with a foot of freeboard. We check the flood map for every property and plan grading so it does not add fill where the ordinance limits it.
On the lot itself, the everyday problem is surface water on flat clay. Yard drainage solutions, surface water drainage and excavation and grading carry water to the street or an approved outlet.
03
City permits, fences and the historic district
Inside city limits, fences need a permit with a dimensioned site plan, and a fence 8 feet above grade must be designed by a licensed engineer. Patio covers and porches under 144 square feet have their own residential permit, and the city builds to the 2015 International Residential Code. Starting without a permit costs extra.
Properties in Richmond's Historic Overlay District may also need a Certificate of Appropriateness from the Historic Commission for fences and exterior work. We flag that early so the design fits the district.

04
Pecan Grove, Harvest Green and ETJ lots
Pecan Grove borders the Brazos and sits in the Houston and Richmond extraterritorial jurisdictions. Harvest Green is a newer community along the Grand Parkway. Lots like these follow county and HOA rules rather than city permits, and utility districts provide water and sewer. We confirm the jurisdiction, then design to whichever rules apply.

Projects that fit Richmond homes
Requests here usually involve water and clay: driveways and patios rebuilt after cracking, yards regraded to drain, and outdoor living spaces planned so they do not add flood risk. All of it runs through our landscape design process and one crew.
- Driveways and patios built for river clay
- Grading and drainage planned around floodplain rules
- Fences and patio covers permitted inside city limits
- Designs that fit the Historic Overlay District

Richmond questions
Is my Richmond address inside city limits?
Not always. Many Richmond-address communities, including Pecan Grove and Harvest Green, are in Houston's extraterritorial jurisdiction and follow county and HOA rules instead of city permits. We confirm the jurisdiction before drawing a plan.
Do I need a permit for a fence in Richmond?
Inside city limits, yes. The application needs a dimensioned site plan showing property lines and fence type, and fences 8 feet above grade must be designed by a licensed engineer. In the Historic Overlay District, a Certificate of Appropriateness may also be required.
How did the Brazos flood affect Richmond?
The Brazos at Richmond crested at 55.19 feet on August 31, 2017 during Harvey, beating the 2016 record of 54.7 feet. Areas on the east side of the river and parts of the extraterritorial jurisdiction were hit hardest.
Can I add fill to raise my Richmond yard?
Inside a special flood hazard area, grading and fill need a floodplain development permit under the city ordinance. We check the flood map first and design drainage that moves water without adding fill where it is restricted.
